Job Description

A local blue-chip Group of companies with an international footprint, operating in all sectors of the economy, is recruiting a Head of Procurement for its Healthcare cluster in Mauritius. The successful candidate will be responsible to build and sustain business relationship with stakeholders, manage procurement phases and streamline processes efficiently.

Key Roles and Responsibilities

  • Leading negotiations with suppliers, contractors and partners
  • Manage the contracting process working closely with the legal departments
  • Provide procurement leadership for all phases of the sourcing process, including project identification and start up, data collection and analysis, option development and recommendation preparation, implementation and supplier management
  • Develop and manage metrics to track cost savings and cost avoidance, supplier performance via order to actual and delivery time, purchase price variance and other critical key performance indicators
  • Initiate, develop and prepare Opportunity Analysis for specific spend areas and projects
  • Partner with Finance to understand budgets and financial forecast processes in an effort to ensure expenses and budgeting
  • Ensure established policies and practices internal controls are adhered to in the sourcing process
  • Partner with senior leadership to identify business needs and aligns strategic sourcing activities to those needs
  • Develop the systems, processes and metrics required to support all cross functional teams and business partners
  • Supplier identification and rate validation for the first time purchases or in case of any rate revisions
  • Prepare the order on HIS and then getting it validated by authorized signatories
  • Place the order with the respective suppliers and doing follow-ups for fast delivery of the items
  • Maintain a record of all the purchase orders prepared and rate negotiations done

Qualifications & Experience

  • MBA with 10+ years of relevant experience in purchasing/procurement, with deep understanding of supply chain, technology and marketing sourcing needs
  • Demonstration of business acumen, managing vision and strategic agility
  • Excellent communication & negotiation skills
  • Excellent analytic skills with high proficiency in Excel-based modelling
  • Project Management knowledge
  • Knowledge of legal aspects and implications of contracting terms
  • Must have knowledge of laws governing pharmaceutical companies contracting with healthcare provider, government groups, and similar individuals/organizations
