Job Description

A leader in the building materials market, listed on the Stock Exchange of Mauritius, is recruiting a Finance and Administrative Manager to be based at its unit in Madagascar.

Duties & Responsibilities

  • Manage the financial and administration activities to achieve financial objectives
  • Develop business plan, financial analysis and simulations, timeline and budget to perform financial goals
  • Ensure proper cash flow management and accounts inputting, integrity of accounts, accuracy of financial statements and compliance with auditors’ requirements and local regulatory bodies
  • Implement internal controls and monitor compliance to all procedures pertaining to accounting, financial and administrative matters
  • Advise on Company’s financial health, achievement of budgets and challenges observed or anticipated
  • Collaborate to the overall strategic and operational management of Group’s sites in Madagascar
  • Ensure that the site in Madagascar abides by all relevant legislation and regulations in the country
  • Recruit and line manage the Finance/Administration staff
  • Ensure financial accountability and effective management of records as required by the Group’s policies and as per financial regulatory bodies
  • Ensure proper inputting in Accounting System (Azurmind), and ensure that all transactions are recorded in the system.
  • Prepare financial reports and submit to the General Manager and Group CEO on a regular basis to enable decision-making
  • Provide financial management advice on operations, production and other business issues
  • Coordinate the preparation of the yearly budget and collaborate with the relevant departments to obtain the information
  • Monitor the petty cash and bank balances to ensure sufficient funds are always available for the business operation
  • Overview the payment of salary
  • Ensure proper administration such as payment of utility bills, operating licenses, tax returns and all other statutory payments
  • Collect and fill regular financial reports and budget records for audit purposes
  • Liaise with the external auditors and ensure that site in Madagascar abides by their recommendations
  • Ensure proper VAT reconciliation and other fiscal matters related to the activities of the Company
  • Formulate procedures and policies to comply with local fiscal regulation, advise the General Management on fiscal matters and challenges and propose measures to be put in place
  • Analyse the employee costs and propose remedial actions as and when necessary
  • Ensure that all Health and Safety policies are enforced at site in Madagascar
  • Assist the General Manager in solving HR matters and ensuring continuous communication between employees and Management

Technical Competencies

  • Have at least 10 years of experience at higher management level in a similar environment
  • Bachelor Degree in Accounting or Business Administration and ACCA qualified (Masters preferred)
  • Good understanding of international financial practices
  • Knowledge of MS Office, particularly MS Excel
  • Financial reporting skills
  • Knowledge of the block-making and stone crushing operations
  • Courses in financial reporting, business administration and human resources
  • Be a strategic thinker
  • Possess knowledge of Malagasy accounting principles, systems and regulations
