About Programme Management & Quality Assurance 

The Programme Management & Quality Assurance office is responsible for the setting up of a single, centralised framework, designed to ensure the implementation and delivery of key organisational projects and other change initiatives within the Authority.  

Programme Management is responsible to define best practice within the Authority and aims to standardize quality assurance and change management activities thus introducing economies of repetition in the execution of projects. The Programme Management team is key towards ensuring the completion of projects within budget and in the established timeframes. 

The Role 

The eventual appointee will be appointed as Senior Manager in Grade 5 level and will be expected to report to the Deputy Head of the Programme Management and Quality Assurance within the MFSA. S/he will lead members of the team in the overall coordination, management, implementation and control of the project portfolio. This will enable the Authority to reach predefined milestones and objectives on an operational, strategic and tactical level within the project landscape.  

The individual will be expected to carry out the following tasks:  

  • Leading the overall implementation and delivery of projects under the area of responsibility.  

  • Undertake an active role in the Change Management process which is designed to help control the life cycle of proposed changes.  

  • Overall coordination of a project management team and the relevant de-centralised project owners for managing, reporting and prioritizing a portfolio of projects ranging from large complex initiatives, to small tactical initiatives.  

  • Enabling the transfer of project needs into project actions.  

  • Keeping track record of the projects in progress and handling project steps / tasks and ensuring that they are completed on time.  

  • Leading all internal working groups and managing resource allocation, and planning and scheduling the project timeline. 

About You 

We are looking for candidates with solid academic background in mathematics and/or project management and/or change management or in another financial services related background. The role calls for an academic qualification in a relevant field of study at National Qualification Framework Level 6 or better, duly certified by the Malta Qualifications Recognition Information Centre (MQRIC) or a widely recognised professional qualification at a comparable level.  

You will also possess a minimum of eight (8) years working in the area of project management and preferably with twelve (12) years working experience. Candidates with longer working experience relevant to the role will be preferred.  

If you do not have the necessary academic or professional qualifications but you have at least fifteen (15) years of relevant experience in a related environment, we would still be interested in speaking with you.
