Purpose behind the Recruitment

Through this recruitment, the ROCA is looking for applicants with a proficient background in ICT management to lead and manage a team of professionals. The eventual appointee will be appointed at a senior managerial grade level (Grade 5) and will head a multidisciplinary team within the ICT Unit.


Eligibility Criteria

  • A Bachelor’s Degree in Engineering or a comparable recognised ICT qualification at NQF level 6 or better duly certified by the Malta Qualifications Recognition Information Centre (MQRIC)*;
  • Applicants would be expected to have a minimum of eight (8) years working experience related with engineering and management. Candidates with longer working experience relevant to the role will be preferred;
  • Candidates that do not have the necessary academic or professional qualifications but have at least fifteen (15) years of relevant experience can also apply for the role.
  • A Post-Graduate Degree in Management would be considered an asset
  • Strong knowledge of modern technologies and implementation experience
  • Experience of business critical systems would be considered an asset
  • Familiarisation with ISO/IEC 27001 - Information security management



The selected candidate will report to the Chief Operations Officer and will be the Head of the ICT Unit involved in consultancy, leadership and management to develop and maintain mission critical systems to meet business requirements. The primary duties/responsibilities will include but are not limited to:

  • Consulting the organisation on how to best utilise technologies in achieving business objectives
  • Solution architecture and technical design
  • Project management and implementation of systems infrastructure and software development projects
  • Lead the ICT team, providing guidance and coaching to staff
  • Overseeing the Data Centres’ technologies, namely; Security, Servers, Storage, Backups, Applications, Networks, Telephony, Virtualisation, Power, Structured Cabling, and Disaster Recovery
  • Manage solutions and infrastructure to ensure their adoption within project activities
  • Effective management of service providers
  • Review of agreements for services and contracts in various technical areas
  • Liaising and co-ordinating with other senior management and staff within the Agency in connection with the identification of business needs
  • Ensuring that systems are in place to provide optimum security and assure the integrity of the Agency’s operation
  • Contribute to architectural governance processes to ensure they are fit for purpose and that all audit documentation is captured and published
  • Maintain the infrastructure portfolio technology roadmap
  • Writing and maintaining functional specifications and system documentation
  • Assist in the preparation of budgets
  • Participation in EU related workshops
  • Monitoring supplier contractual or SLA obligations;
  • Ensuring adherence to management policies and decisions by assuming a leading role in the implementation of IT systems/solutions;
  • Maintaining adequate documentation relating to the system, any changes applied to such systems and of authorisations obtained as applicable;
  • Liaising as necessary with IT service providers and/or other stakeholders as necessary;
  • Carrying out any other additional duties according to the exigencies of the Agency as directed by the Registrar, the Chief Operations Officer and/or their representative/s.
